The Synergy Memorandum of Understanding (MOU) establishes collaboration between the Ministry of Health, the Ministry of Education, Teaching Hospitals, Health Professional Training Institutions, and Health Professional Councils to strengthen Rwanda's health workforce under the 4x4 reform. Its overall objective is to ensure health professional education meets national and international standards while producing sufficient skilled personnel for Vision 2050.
Key activities include: the Ministry of Health mobilizes resources, coordinates teaching hospitals, facilitates logistics, monitors programs, and provides career guidance. The Ministry of Education develops policies, enforces legislation, supports infrastructure, monitors program implementation, and facilitates academic and research activities. Teaching Hospitals provide clinical placements, mentorship, harmonized fees, recognize staff contributions, and ensure a conducive learning environment. Health Professional Training Institutions deliver quality education, develop curricula, train and mentor students, conduct research, procure equipment, and collaborate nationally and internationally. Health Professional Councils set and enforce professional standards, license practitioners, monitor compliance, and support students' integration and professional growth.
